Mr Nxola said the committee considers Adv Vanara an experienced public servant and legal professional with a strong track record across Parliament, state institutions and other highly regulated environments.
The announcement was made yesterday by Justice Minister Ms Mmamoloko Kubayi. Adv Vanara has more than 25 years of experience, including his previous service as a legal adviser in Parliament and his current position as Chief Legal Counsel at the Special Investigating Unit (SIU). This places him in a strong position to contribute to the work of IDAC.
“We note the work and commitment of Adv Vanara’s experience as an evidence leader in significant parliamentary inquiries, including the inquiry into the fitness of the SABC Board and the Eskom inquiry into state capture and maladministration. His unwavering ethics in the face of pressure during these matters are commendable,” highlighted the Chairperson.
Mr Nqola said this appointment comes at a critical time for South Africa’s criminal justice system. The work of the Parliamentary Ad Hoc Committee investigating allegations made by KwaZulu-Natal Police Commissioner Lieutenant-General Nhlanhla Mkhwanazi, together with the Madlanga Commission of Inquiry, which has since led to the resignation of Adv Andrea Johnson, has brought serious concerns about corruption, criminal networks, governance and institutional weaknesses into sharp focus.
The committee believes these processes must result in meaningful institutional renewal. South Africa cannot afford for serious allegations to be investigated and recommendations made without decisive action to strengthen law-enforcement and criminal justice institutions.
IDAC has an important role to play in this renewal. It must be an effective, independent and credible institution, capable of investigating serious corruption and ensuring that those responsible are held accountable.
The committee will closely monitor Adv Vanara’s progress at IDAC as part of its oversight responsibilities. We will pay particular attention to its capacity to pursue complex corruption investigations, strengthen cooperation with other criminal justice institutions and deliver tangible outcomes.
“While welcoming the acting appointment, the committee expects the process to appoint a permanent head of IDAC to be transparent, credible and based on merit. The committee wishes Adv Vanara well in his new responsibilities and looks forward to engaging with him as Parliament continues to strengthen oversight of IDAC and the broader criminal justice system,” said Mr Nqola.
